    Indicators and tools for assessing sustainability impacts of the forest bioeconomy

    The sustainable use of renewable resources has become an important issue worldwide in the move towards a less fossil-fuel-intensive future. Mainstream method for fulfilling this aim is to increase the share of renewable energy and materials to substitute fossil fuels and to become fully independent from fossil fuels over the long-term. However, the environmental sustainability of this endeavor has been questioned. In addition, economic and social sustainability issues are also much debated topics in this particular context. Forest resources are often thought to contribute partially to achieving a so-called “carbon-neutral society”. In this review, we discuss sustainability issues of using forest biomass. We present several sustainability indicators for ecological, economic and social dimensions and discuss the issues in applying them in sustainability impact assessments (SIAs). We also present a number of tools and methods previously used in conducting SIAs. We approach our study from the perspective of the Finnish forestry; in addition, various aspects regarding the application of SIAs in a broader context are also presented. One of the key conclusions of the study is that although sufficient data are available to measure many indicators accurately, the impacts may be very difficult to assess (e.g. impact of greenhouse gases on biodiversity) for conducting a holistic SIA. Furthermore, some indicators, such as “biodiversity”, are difficult to quantify in the first place. Therefore, a mix of different methods, such as Multi-criteria Assessment, Life-cycle Assessment or Cost-Benefit Analysis, as well as different approaches (e.g. thresholds and strong/weak sustainability) are needed in aggregating the results of the impacts. SIAs are important in supporting and improving the acceptability of decision-making, but a certain degree of uncertainty will always have to be tolerated

    Comparative risk science for the coronavirus pandemic

In recent years, risk scholars have increasingly focused their energies on climate change, and as pandemic coronavirus has swept the globe many of these scholars are comparing the coronavirus pandemic with climate change to inform risk management. Risk communication research and the best practices developed from it are predicated on findings from the 1970’s to the present showing that there are structural similarities in how people think about widely divergent risks. Consequently, these lessons from risk communication of climate change (and from the canon of best practices) apply to the coronavirus pandemic. In the empirical comparison of student perceptions reported here, we replicate these structural similarity findings, but also find that moral concerns in particular deserve attention as a potentially distinct dimension of risk perception, on which different risks may also differ, as pandemic risks appear to evoke less moral concern than climate change. The need for communications to be timely, honest, credible, empathetic, and informative for useful individual actions is fundamental and essential for communicating effectively about the coronavirus epidemic. Some countries have heeded risk sciences, and are coping more successfully with pandemic coronavirus. Others have failed to implement these old lessons, which our data suggest still apply. While these failures may reinforce cynicism about political and public enthusiasm for accepting science, comparisons between the coronavirus pandemic and climate change may also foster greater aspirations for collective action.acceptedVersio

    Energy wood production from private forests -nonindustrial private forest owners' perceptions and attitudes in Croatia and Serbia

    a b s t r a c t Private forests in Croatia and Serbia are highly fragmented in small plots with low productivity and owned by a large number of small-scale nonindustrial private forest owners (NIPFs). The study conducted surveys among 232 NIPFs in these two countries to find out their perceptions and attitudes related to energy wood production from their forests. The secondary objective of the study was to provide policy recommendations to the public authorities and professionals in these countries for improving the preconditions for energy wood mobilization from private forests. The study found that the NIPFs perceived underdeveloped market and low price for energy wood, absence of favorable policies, fragmented forests properties, older NIPFs' lack of interests in energy wood production, and difficulties in getting bank loan for energy wood related business activities as barriers against energy wood production from private forests. However, the NIPFs showed positive attitudes towards producing energy wood from their forests and they considered the possibilities of creating new jobs and commercial opportunities as strengths of energy wood production. The NIPFs' socio-demographic background had statistically significant relations with their perceptions and attitudes related to energy wood production. The dimensions of the NIPFs' perceptions and attitudes related to energy wood production showed two key dimensions -institutionalists and enthusiasts. The variables to explain the NIPFs' attitudes to energy wood production were different between the two countries and they indicated the differences in the country level circumstances for energy wood production. The results appeared to be relevant for understanding the issues that the NIPFs perceived as barriers against developing a viable energy wood market in their countries. When new forestry institutions and policies are emerging in these countries, the existing public and private forestry institutions need to play an important role for improving the preconditions for energy wood production from private forests

    Forest Biomass for Energy Production: Perceptions of State Forestry Professionals from China and India

    This study investigated perceptions of a group of Chinese and Indian state forestry professionals (SFPs) related to the potential benefits and challenges of developing forest-based bioenergy projects (FBPs) in their countries. A total of 110 SFPs participated in the study (55 from each country). The results showed that the SFPs widely agreed upon the potential economic and ecological benefits from developing FBPs in their countries. The economic benefits of job creation and additional income to forest departments were the two most accepted benefits by the SFPs. Two potential challenges of developing FBPs—namely, the lack of suitable technologies and the absence of supportive policies—were considered the most significant by the SFPs. Principal component analysis revealed three key dimensions (ecological, economic and social) of the SFPs’ perceptions of FBPs. The findings from the study imply that in order to become viable, the development of FBPs in these two countries must put emphasis on the sustainability aspects by addressing the environmental, economic and societal elements of FBPs. In addition, framing supportive policies, the development of technologies and building infrastructure for FBPs are needed for their successful implementation in China and India

    Predictors of Recycling Intentions among the Youth: A Developing Country Perspective

    India is currently facing a mounting challenge related to municipal waste management, due to an increasing urban population, and their high consumption lifestyles. India also has the world’s highest number of young people in the 10–24 years age group. The study applied the theory of planned behaviour (TPB) model to predict school students’ recycling intentions in Delhi, the capital of India and one of the highest producers of municipal solid wastes in the country. Data were collected from a school in New Delhi and the sample size consisted of 272 students from 9th and 10th grades. The TPB model explained 56% of the variance in the students’ intentions to recycling. The predictor ‘subjective norm’ appeared to have the strongest impact on the students’ recycling intentions, followed by ‘attitude’ and ‘perceived behavioural control’. It indicated that social factors are driving the Indian youth’s recycling intentions. It is important that the policymakers promote recycling as a social trend in India and provide adequate facilities to the public so that they can participate in recycling activities without facing difficulties. Schools also have a role in increasing students’ awareness of recycling and motivating them to participate in household waste management practices

    Benefits and Challenges Associated with the Development of Forest-Based Bioenergy Projects in India: Results from an Expert Survey

    Development of energy systems, based on forest biomass, is a challenging issue in India. The study investigated perceptions of fifty-five Indian Forest Service (IFS) officers in relation to the potential benefits and challenges associated with the development of forest-based bioenergy (FBE) projects in India when they participated in two training programs in Finland during 2010. They generally agreed that development of FBE projects could have beneficial impacts on job creation, income generation, rural development, and restoring ecological degradation. They perceived lack of public acceptance and political support, impacts on biodiversity, and lack of technologies and infrastructure as the considerable challenges to the development of FBE projects in India. The study could provide some policy directions towards developing the FBE sector in India. It recommends conducting further studies to include a larger group of experts and other stakeholders to investigate the broader societal perceptions of FBE projects in India. In addition, the study also recommends building the capacity of the IFS officers so that they can play a key role from the government side for developing the FBE sector in the country

    Bio-energy and youth: Analyzing the role of school, home, and media from the future policy perspectives

    The study investigated the relationships between students' perceived information on bio-energy from school, home and media and their perceptions, attitudes, and knowledge regarding bio-energy. The study also analyzed the scope of future policies to raise awareness among young students about bio-energy. Data drawn from 495 Finnish students studying in ninth grade revealed that the students were more positive in their attitudes towards bio-energy compared to their perceptions of it. They were very positive about learning about bio-energy, while not so eager towards its utilization. It appeared that school, home, and media all had statistically significant effects on students' perceptions, attitudes, and level of knowledge related to bio-energy. Three principal components emerged from students' perceptions and attitudes towards bio-energy viz. [`]motivation' revealing students' eagerness to know more about bio-energy; [`]considering sustainability' revealing their criticality of forest bio-energy; and [`]utilization' revealing their state of interests to use bio-energy. Bio-energy policies to be effective must consider the role of school, home, and media as important means to engage young students in bio-energy related discussions.     Young citizens' knowledge and perceptions of bioenergy and future policy implications

    In the past few years extensive discussions on bioenergy has been both positive and negative. In Europe, the image of bioenergy appears to be low with lack of broad public support. Previous studies show that younger people are unsure about many issues surrounding renewable energy. The aim of this study was to investigate the knowledge and perceptions of bioenergy among pupils in North Karelia, Finland. Data drawn from 495 ninth grade students indicate that the majority of them lack in-depth knowledge about different renewable energy sources, including bioenergy. Only a small percentage has a 'high' level of knowledge about bioenergy and the majority indicates critical perceptions of it. Statistically significant gender differences are not apparent. Girls appear to be more knowledgeable than boys. Results also show a clear 'urban' and 'rural' difference in perceptions of bioenergy. Perceptions of urban respondents being more positive than that of their rural counterparts. Developing collaboration between future bioenergy policies and bioenergy education for younger citizens is necessary for their engagement in critical debates on bioenergy.Young citizens Bioenergy Policy

    Subject Knowledge and Perceptions of Bioenergy among School Teachers in India: Results from a Survey

    Teachers’ knowledge and perceptions of bioenergy, and their motivation to teach such a topic, can largely determine the success of implementing bioenergy related education in schools. The study aimed to explore science teachers’ knowledge and perceptions of bioenergy in India. A questionnaire-based survey was conducted among 28 science teachers from four urban schools in India. Results indicated that the science teachers were fairly knowledgeable regarding bioenergy and they also demonstrated positive perceptions of bioenergy. In addition, they were positive towards the prospect of receiving more information to increase their own knowledge of bioenergy. However, the science teachers appeared to have some misconceptions regarding the issue of CO2 emission from using bioenergy. It also emerged that although the existing Science syllabus for Grade X in Indian schools includes a topic on bioenergy, the majority of the science teachers were not aware of it. Policy makers and educators are recommended to provide science teachers more support to improve their capacity for teaching energy and environmental topics in schools in India. In addition, an improvement of the current learning and teaching environment in Indian schools could help teachers to deliver energy and environmental education more effectively to their students
